Awesome stuff, Dial-Up! I agree with pretty much everything you've said... unless others object, I think you can go ahead and make these changes. Some of the pages are "protected", and can only be edited by sysops, but I'll promote you to sysop, if you like.
A few comments:
- The "Tools:Programming" page content would be helpful if it were placed on the individual language pages, yes... but I think it also helps to have a centralized "Tools" page, too. I've often pointed people directly to that page, when they ask for IDEs, or other tools. Anyway, maybe the content could be placed on both the "Tools:Programming" page and the related language pages, via templates?
- I agree with your comments on the "Tools:Content" page, except for the bit about sorting by popularity. I think the alphabetical order is best, otherwise things look jumbled. Instead, why don't we highlight the more popular tools by bolding them, adding colour, or by adding a "POPULAR" prefix/suffix?
- Regarding "References": When we had all of the reviews on one page, it looked pretty cluttered. Check the history. I think it's best as is, with sub-pages.
- Regarding "Image Formats": It's just a table telling you what features the various image formats support. Perhaps it could use an explanation :)
- Regarding "Game Engines": As mentioned for the "Tools:Programming" page, I think it still makes sense to have a separate "Game Engines" page, even though the content could be placed directly on the appropriate language pages. Sometimes people just want to peruse a list of game engines! So, again, maybe templates could be useful here.
- Regarding "Tutorials and Source Code": Again, I think some people like to see a list of tutorials, even though this data could be placed on language or library pages instead. Templates would be useful.
Fine work, Dial-Up! These are much needed changes.

- Well, I could draft up my proposed changes for the protected pages, and then send them to you to paste in. I think there's plenty of admin right now.
- As for the Image Formats page, maybe someone could write up some definitions in the glossary for each of the criteria and then provide links to them on the table, along with something like, "Click the criteria to find out what it means.", or something.
- Also, I think it might be best to hold off on the templates until the Wiki gets updated since they tend to make things unintuitive right now. --Dial-Up 17:48, 22 Aug 2005 (EDT)
